IMO Decision: Ships Must Monitor CO2 Emissions


Hamburg, May 2nd, 2016. The global Paris agreement on climate change has far-reaching consequences for the shipping industry.

On April 22nd, International Maritime Organization (IMO) has approved a requirement for ships to track all their CO2 emissions.

This means that ship owners with be obligated to record and report the fuel consumption,the distance sailed, and the number of operating hours of their units to the respective flag state, which in turn forwards the information for review to the IMO in London.

This new arrangementis projected to take effect in January 2019 and supplements today’s regulations for energy efficient operations that apply to all ships.

This latest IMO decision was preceded last year by the new EU Monitoring,Reporting and Verification (MRV) 

Regulation, which, beginning in 2018, requires all ships of more than 5000 gross tons visiting EU ports to collect data about their CO2 emissions and other relevant operational information and then annually transmit verified data to the EU Commission.

Operators now face the dual challenge of not only having to implement suitable measurement procedures, but also a compliant monitoring process that, together with the regularly generated reports, must be certified by independent and accredited verifications institutions.

All of this is required before operators can be issued the compliance certificate that each ship must carry on board and which is subject to inspection in port.
